Where to formally complain?

If I were to say 'glitches/Bug have hindered my experience from Fallout:NV' it would be an extremem understatement.
I'm playing on xbox 360, and have been sense the patch 1.02 (I actually stopped back around release because of mutliple bugs currupting my saves).
I have had so many quest ruined from bugs it's very alarming. I sense that if I'm experiences douzens of bugs myself, how is anyone enjoying the game bug free?

I can't complete "Still in the Dark", because James Hsu doesn't give me dialog to say 'the bomb is defused on the monorail' (Something I thought the patch has solved).
I can't complete my Motor-Runner bounty because no dialog appears to complete quest.
I have mutliple Quest items than remain in INV after quest is done.
My campanions were lost after only downloading the DLC, and now Ed_E is forever hostile.
I can't place items in BoS safehouse, 1/2 the time items get 'stuck' in floor.
I could go on, but most people would start to think I'm reading a existing list of bugs.

How has all this happened to a single person? I can't imagine what level of testing this game had.
There are so many textures, and rocks that my character gets caught 'forever falling' on, thus I revert to save.

Especailly the various Safehouse problems. Did the developers not know people will attempt to decorate? Isn't the BoS/ NCR safehouses areas of high importance to test as many people will end up using them?
I can't place a single object in the BoS safehouse. (I attempt dropping 1 item as a time, and 1/2 the time it disappears or gets stuck in the floor)

Where can I formally complain to Obsidian or Betheda? I have been forming a list of all the bugs that have plagued my experience, and I'm about to move onto other titles.
It saddens me to see my favorite franchise release such a unfinished piece of work.

How old is your xbox, how much crap do you have on it, how long was it since you cleaned it's cache and have you mistreated it in any way? (Like dropped it once or tipped it over or maybe spilled something on it, maybe have it in a very closed off area and letting dust collect)

It's a new slim, I got it in October. and the memory is about half full

The community managers and QA check the hardware forums regularly so this thread will be seen by Bethesda and Obsidian.

If a problem affects everyone it's usually relatively easy to track down and fix. Take a dialogue option that won't pop up, chances are there's an error in the dialogue tree or the quest scripting which causes it to glitch. For example there is a glitch with Raul's quest that occurs if you've already talked to Ranger Andy - and from my understanding this affects everyone.

However most of the problems we're seeing here don't effect everyone. I've talked to people on all three platforms who have played the game at length without encountering any significant problems, glitches, or stability issues and I've talked with people on all three platforms who encounter nothing but problems, glitches, and stability issues. It could be that certain bugs require specific special circumstances, so it's rare for someone to encounter them and it's also difficult for QA to track them down. Many of these problems could also be more nebulous; Gabriel77dan's suggestions can help with the latter, it's quite possible that clearing the cache or cleaning the heat vents will help the game run better.

Well, then it's not your xbox.
Maybe it's the disc?
Have you tried another disc or have you played with the same disc since you bought it and always had problems?

If it's not the disc then I honestly don't know.
Guess you're just unlucky then. (It's still not your fault, it's either Obsidian, Bethesda's of the manufacturing company's fault.)

To the best of my knowledge they haven't even bothered to issue a formal apology for releasing a game to the public and then asking them to beta test it for them.

Hmm... Still in the Dark is invloved with the Brotherhood of Steel nothing to do with the monorail. not to pick apart your point.
Motorhead's helmet is proof enough he is dead. If you have it in your stuff. just a suggestion.
the "I Put a spell on you" was the monorail. I had no problem with it. along with the motorheads bounty. Only the matter i had with the after the bounty NCR didn't take the helmet.

Before you move onto other titles think how many bugs and glitches are on those titles....

The rest of the issues i got no suggestions as i've haven't run into them after the patch and the DLC.

As for there apology: in writing wise no. in patch wise yes.
