Its a simple concept that many people would say is "just raking in extra money for the same product," but in reality, aren't we playing the new game for the new world, new quests and new plot? Yes, a new or more realistic engine is enjoyable, but do we really need to see a brand new, unique feature list and user interface with every single release in a series?
Fable I and II held true to itself fairly well, and has succeeded with complaint, and I hope Fallout New Vegas succeeds in what they've done as well. Maybe other game designers follow - it'll bring more games in a particular genre to the market, more unique worlds to explore, and on top of it all, it will bring the releases to the customers quicker.
Would you rather see a new engine with every release, or would you rather see an extensive new world using the tried and true engine of the "first" game in a series, with minor improvements where necessary?
