Enemies respawn way too fast.

Alright, so for some reason every time I leave an area and come back, all of the enemies I've recently killed have all respawned. Example: I killed all of the convicts in Primm. I come back about an hour later (In game time) and they're all respawned. They're not even supposed to respawn at all!

Inside the building of the prison? or inside the prison yard?
Because you've got IWS Medium Spawns esp checked, but you also have No Interior Spawns checked.

So the powder gangers should be spawning in the prison yard, just not in the building

Honestly, I don't know how your game isn't crashing every 3-4 minutes either, you have Lite and Full version of the same mods checked,
different versions of the same mod with two different options and BOTH of them loaded etc...

It's not at the prison, it's in the actual town of Primm. You know how the convicts overrun the town and you kill them all and then they stay dead forever? Well the convicts in my Primm respawn every time I leave and come back. And I've tried to uncheck some of the doubles of the mods in my load order, but it actually just disabled the mods. My game is running just fine with my current load order, this problem is my only problem. Oh yeah, and RWD doesn't work.

I wouldn't say crashing as causing multiple, unnecessary overrides which makes some mods just take up wasted space in your load order. However, having an .esm and .esp of the same name both activated.. that's a bit worrisome.

Optional Step: Sort your load order using BOSS. Bothering me that FOOK is at the bottom of the load order and Something like WME is in the middle. You're gonna have to activate all of your mods though, save it, and then use BOSS, and deactivate any one's you aren't using. Any unrecognized mods can be posted in the BOSS thread on this forum, provided you have a link to the mod of the unrecognized .esp. This may or may not resolve the problem.

Now, looking at what you do have loaded...

From what I can tell, it could be that a mod has a game setting that force respawns a cell to one hour. The only mod that I know off-hand that does this is http://www.newvegasnexus.com/downloads/file.php?id=35786, and that's not listed in your load order. So it could be that a mod incorporates that game setting it uses and set it to 1. For that, you'll need to dig through FNVEdit.

For some reason I kept putting FOOK at the bottom... I just put it above RWD and now all of my problems are gone. I love you.

It's been a while since I've posted here, hate to revive a dead thread but this is still an issue for me. I actually didn't fix my problem by moving FOOK, I just thought I did I guess. I found out that this was still a problem immediately after I posted that it was fixed, and I didn't post back just because I was so flustered that I gave up on Fallout for a while. So anyways, this is still a problem and I still need a solution. Thanks for any help guys.

there is some mod that change respawning time global, i personaly turn it to 280 days

I would use that, but my main problem is that the convicts in Primm are respawning and there not supposed to respawn at all. This means that most likely everything will respawn even when it's not supposed to respawn at all. So if I set respawn to 280 days, the primm convicts would still respawn.

I doubt if FOOK and XFO are compatible. I know Arwen's Realism isn't compatible with either one.
I would just start over.
Pick ONE overhaul that you think you might like - Arwens, FOOK, XFO, as your base, and then other mods that you know don't conflict. Otherwise, you just have crap for balance and game play.

Are you running the latest version of IWS? I know that in an older version TheCastle was having some respawn and balance issues specifically with the convicts in Primm. Try removing the IWS mods temporarily and/or updating to the latest version and see if the problem goes away.
