Pretty much.

Make sure you also tweak the one in your Fallout New Vegas directory as well. Fallout_default.ini. Or some changes will revert.

I am not sure editting the default .ini is necessary or wise. It seems as though user changes go in the FalloutPrefs file. The changes seem to be sticking no problem. Can anyone else confirm? Thanks.
