I removed my installed games, saves, cache and gamer tag delete&restore. but still same difficulty, key map setting, etc

it's a mystery

I've wondered that myself. There is probably a hidden config file stored on the HDD or memory unit that can't be deleted.

Not really sure though.

I know you can set default difficulty settings as well as a few other settings in the dashboard
