I see ncr locations scattered all over the map where are all the legion places?

Cottonwood Cove, The Fort, and Nelson. At The Fort you can easily steal armor from the footlockers in the tents. The reason there are very little Leigion camps, is because the NCR owns the land, and is more orginized in New Vegas. The CL are centered on the other side of the dam that is not part of the map. They are invading from other areas and the camps that they do own have been taken by force such as Nipton.

I'm trying to get armor so when I go to the fort I'm not attacked on sight...will any legion armor do? I found legion explorer and legion prime...does it matter?

Those should work. If you don't have a bad reputation with them than they shouldn't kill you anyways.
