I am walking to Cottonwood Cove for the first time after starting the quest "Render Unto Caesar." I walk into the camp with a neutral reputation with Caesar's Legion and also bearing the mark of Caesar. At first, no one acts hostile towards me and I can walk through and talk to the people as I please. However; if I am detected by one of the many dogs in the camp, everyone turns hostile and attacks me.

This glitch is preventing me from advancing any further in the main quest. Please help.
