I just got this game a few days ago, so sorry if I have asked a noobish question.

Okay, so I just finished the Quest "Volare!", so I head back to NCR embassy to speak with the Ambassador to get a new quest but he is litterally nowhere to be found. I've talked to all the NPCs inside and near the embassy and they all just say "he should be at his office etc." but he is never there. Could he be at Hoover Dam?

I also have restarted the game, exited the embassy back and forth, but nothing still seems to work.

I had the same issue,,i think you'll find the lazy git is still in one of the beds!!!!
