I killed everybody in Nelson, I went to Novac to search for the mini-leader of the Legions but can't find him. Where is he?
My mission is not over yet because of this I think...
I am stuck on take over Nelson. We did with the soldiers but now the sargeant is just telling me what am I doing there. I rescued the 4 soldiers on the cross's.
I went to Novac, searched it all. No can do.
Can somebody help me in finishing this quest.

Did you kill Dead Sea in camp Nelson?
edit: after I killed him I went to talk to Polatli(NCR leader in Camp Forlorn Hope) and the quest is finished. Freeing the crucified hostages is optional I think.

yes there will be legion
inside some of the buildings so go back and enter the building
