Maximizing your character's stats?

Okay, so I'm wondering if in New Vegas, if there is a way to fully maximize your character's SPECIAL stats (other than console commands and other than wearing/consuming items to boost certain stats)? I know you can go to the medical clinic and get the "implants" to add one point each to your SPECIAL stats, but is there anything else that will add points the same way? Like a quest similar to when you receive Ant Might/Ant Sight award from FO3??

I usually put intelligence up to 9 or 10 at first but since you can get the implants it makes sense to put it at 9 than go get the implant, but that costs 4000 caps, which at the beginning, I just don't have. Just wondering if anyone has found a good way of maximizing your player's stats.

You can take the Intense Training perk like 10 times.

I did that for one of my playthroughs, I came close but still not fully maximized. Also, I could only take that perk every even number I ranked up, so that perk really took a long time to get, lol 20 ranks. I wish those snowglobes gave you +1 to each SPECIAL stat.

lol, yeah that's the down side. When you tried that, how many points did you need for your SPECIAL by the time you took all Intense Training perks and bought all implants? As far as I know, there isn't a quest that gives you any SPECIAL points. I don't think wanted to go that route in this game. That's why they gave us the implants.

I think that's what my stats were for the one playthrough getting all the Intense Training perks and buying the implants (without apparel/consumables). Ya it seems this game they were encouraging you to have a more specific character plus they took out the perks that raise your stats to 5 and raise your stats to 9 or 10 (can't remember what is was in FO3). So when I saw that I kinda thought hmm, maybe this time around you can't actually have a fully maximized character.

Well, there are 7 stats in SPECIAL, with a max of 10 each. You start with 40 total points at character creation (5x7=35, plus 5 bonus points to spend). If you add on 10 Intense Training plus all 7 stat implants, that puts you at 57 of 70 max points - and will require you to take at least 7 Endurance to pull it off. Abusing the numbers a little more, if you take Small Frame at character creation that adds 1 Agility, tack on Four Eyes, and you can (while wearing glasses, which means no power armor helmet) add overall one more point of Perception - which brings the total up to 59 of 70.

At a glance (haven't seen the high end stuff yet on my playthrough), you can get another +1 Perception from most hats, and +1 Agi/+1End from generic Brahmin Skin Suits (or was it Wasteland Settler's Outfits?). I have not come across any quests or challenges that reward permanent stat boosts yet.

Yeah, that's basically what I've found myself doing, being selective in what I wear and consume, next playthrough I'll take the trait that adds +1 Agility for sure. The naughty sleepwear is great too since it adds +10 speech and +1 luck, I'm still hoping that there are permanent stat boosts hidden in the Mojave but regardless it's not something I find as a necessity for this game. Would be nice though to have a monster character all maximized out.

Maxing all stats will make you sacrufise alot of useful perks I'm glad this game is not God mode like Fallout 3 there more balance.

Keep in mind that the intelligence implant does NOT grant you more Skill Points per level.
