I'm downloading a game while playing Fallout in windowed mode. Internet is being terribly slow for some reason, only downloading at ~500KBps. BUT every time I load into a new area it drops to ~50KBps.

What's up with that?

My gues, the loading of a new cell causes the system to use more resources, so it takes some from the downloading (saving) process until the cell loads then hands those resources back.
