Got screwed with Raul...

So here i am on my second character, and he's a evil mercenary u could say. Killing NCR & Legion ...

So ofc what was the 1st thing to do when getting in Novac ? Got Boone to kill Ranger Andy...
Eventually i went to get Raul very soon after that, and today by luck i triggered his quest at the airbase.
After spending houres revisiting places to find more old people who might trigger/open up more of his quest, i decided to check wiki...

And ofc i read that he needs to talk to ranger andy, i hurry back to novac hoping the corpse didnt dissapear since it had been a couple of ingame days later already.
I ressurected him, but beside the ocasional 'hello' that he would say when me being near him, there was no dialog when i tried to start a conversation with him..

So i gotta say: why the heck did bethesda put a crucial npc in a town where u have to kill someone.
Or even worse yet, when it is required to talk to NCR /Rangers npcs in the 1st place why is Raul not a 'good/friendly' companion only, like cass fex.
Or am i expected to spend a couple of houres reading evrything on wiki just to avoid situations like this ?

Now im stuck, and even tho i could pickup lilly or arcade instead, ive grown to Raul and his comments (gotta love the accent too)
He is my compadré and this..well this just svcks :(

Well, to answer why Obsidian put a character that's essential to a quest-line in the middle of a town where you must pick someone to kill is that this is a game about choice. Most of the decisions you make are supposed to affect the world around you. If you choose to have Boone kill whoever you feel should die with no just cause, than you should expect the consequences to be less favorable. You kill Andy, and Raul never discovers his self-worth. If every NPC was involved in separate quests with no overlap it wouldn't be a very convincing world.

I believe most people expect to make mistakes their first few play-throughs and afterward learn how to navigate the wasteland well enough to accomplish what they want.

Sure it's about choices, but it just doesnt make sence.
Raul is a somewhat neutral character, doesnt mind either being with a good or evil player, afterall and ill quote him: "your the boss"
So having the need to talk with NCR & Rangers doesnt make any sence, that would be the equivalent of saying: You can be a Hell's Angel BUT you need to go talk to police officers first !?!
If Raul needs to talk to them, he should had been a 'good' only companion, but bethesda probably realised they lacked companions for neutral/evil and changed him i assume while doing a half...job
If he would had been required to talk to X Farmer or any other npc NOT associated with a FACTION then sure i would be angry at myself for playing a psycho evil char, but that's not the case.

For example it was clear from my 1st character that Cass doesnt want to be associated with evil players, and Boone hates the legion (= evil in general).
So what other companions are left ? Arcade ganon ? he's a ex-enclave medic inside a Followers base (followers = peacefull) so he isnt a true evil companion.
Lilly is somewat neutral from wat i know so far, Veronica is pretty much like Cass i assume since she's from the BoS.

So where is the equivalent of Jericho or Clover (Charon is debatable) ?

Except Raul doesn't care whether Andy is good or bad. He cares about his injury and the impact it had on him, relating it to his past.

Don't worry about it - Raul's quest is glitched whether you left Andy alive or dead. It's Andy, specifically - Raul's conversation doesn't trigger after talking to him under any circumstances. If you were going to kill any of these quest-specific people, Andy would be the one. Rest assured in the knowledge that you can't complete Raul's quest, whether you wanted to or not. No one can. It's a pervasive bug across all platforms.
