You can give NCR Dogtags to Major Polatli for small rewards and fame. Likewise, James sixton will take Legion Ears.

Don't kill their dudes in the first place. Now maybe there's a way to get them to forget that you have openly attacked them, but if the previously mentioned ways fail to do it, I'd be surprised if there was a way.

Can you do/have you done the quests for the ambassador?
