You can't do it anymore with the current patches, but if you have PC version there are mods that let you get all 28 easily.

Wouldn't you just use the console?

You could do that too. Doing it with a mod would be quicker though, because you could set it up to give you all of them in one go. The console would have to be one at a time.

A mod would be quicker to undo as well, if you decide not to cheat.

Console does not let you get achievements. You can still get achievements when using mods. And also using the console feels like cheating while using mods makes it feel more legit (but I guess that is just a subconscious thing).

no iv played it to death the right way. having the 28 perks just add somthing fresh. i always play the right way a few time befor cheat and glitch huntting. if find fallout nv boring after a few gos i found a way to get to the The Legate camp by going out if map i got there but the invisible walls stoped me im hoping dead money and the others dlc will add the fun of fallout 3 to it if they do fallout 4 i hope it will just be made by bathesda sorry obsidian wondafull at the detail but but some of the fun is missing

This is definitely not about DLC's. Shouldn't this be in the NV CH&S?

Do you mean consoles as in 360 and PS3 or consoles as in the command console? I think I might have misunderstood. But in any case you can use the command console or mods on PC but as far as I know (at least on Steam version) there is no way to delete patches or download an older version.
