Does anyone know if you will be able to predownload the game (but not play) on steam prior to it being unlocked? Or is the set date when you would be able to download. I have not seen anyinformation on this as yet. I have seen some games do this and then unlock at its release time.

most likely they do that with most game and since this is a high priority game and you have to use steam to use it they will most likely have pre-download

We don't know the answer to this question. Only some areas have announced when downloads can start (UK and Australia according to posts here)
