game unplayable

So heres my problem: every NPC head in the game flashes. its like they disappear and reappear very rapidly. selection boxes in vats do the same. there is a flag in the starting town that does the same thing. several objects flash invisible and i cant seem to find anyone else with this problem.
didnt have any problems with fallout 3. which makes me think its not a hardware/ drivers issure

i would just wait for the patch but seeing how i cant find anyone with my problem i doubt it will be addressed with a patch.

any help/ suggestions would be greatly appreciated

It had seemed initially as though your need was just to complain, for which this is the wrong forum. In here, gamers are seeking advice / suggestions from other gamers. I see now that's what you wanted, and you did edit your comments to turn them into a question, but not yet a full problem report, with the needed diagnostic information. FYI, I am not a Bethesda moderator, just a citizen with a preference for seeing things get done correctly.

So heres my problem: every NPC head in the game flashes. its like they disappear and reappear very rapidly. selection boxes in vats do the same. there is a flag in the starting town that does the same thing. several objects flash invisible and i cant seem to find anyone else with this problem.
didnt have any problems with fallout 3. which makes me think its not a hardware/ drivers issure
i would just wait for the patch but seeing how i cant find anyone with my problem i doubt it will be addressed with a patch.
any help/ suggestions would be greatly appreciated

Your rig doesn't seem strong enough to play the game.
Your video is weak, and appears to be set to 'quality' when of course it should be set to 'performance'.
Setup your nVidia Control Panel to all application-controlled or high-performance settings.
No forced AA, AF or vsync.
Then, very modest game settings (minimum?) with no AA, AF or vsync.
No vsync is important - it can turn your game into a slideshow if enabled.
You need to buy a 'real' video card for your rig, to play this game properly.
