to get the 'Pimp-Boy 3 Billion': play through the main story questline until you get to the part where you have to find out what the Omertas are upto, steal Cachino's journal from the desk in his suite. take the journal to cachino (normally downstairs in the poledancing room) and sell it to him for 100 caps, he will then fill you in about what the bosses are planning when he's finished talking, ask him about Troike. head down to the lower lobby and find troike, ask him about what happened with the stripper, and about what drugs he was on that night. IF you have at least 30 Medicine then you will get an option to tell him that shouldn't have made him black out for the night, offer to get him out of his contract with Big Sal. next, go back to the main level, and head up to the balcony where you'll find Big sal sitting around with a few of his goons, talk to him about Troike and tell him either that you'll buy his contract, or that Troike is stressed and will be more hassle than he's worth and he should agree to let Troike out of his contract. head back down to Troike and tell him he's free to go, but make sure to talk to him about the weapons, and get the thermite before he leaves. once Troike has been released from his contract, head to east freeside gate, and go to mick and ralphs. speak to the one in the back corner (can't remember which it is) and tell him the omertas will buy guns from them again. he will give you the pimp boy as a gift. if you want to change to and from the pip-noy/pimp-boy all you need to do is speak to him to change.
