I got the new patch today. Reading over the patch notes i saw where they fixed the issue of being 'locked out" of the controls when you have the trail carbine while crouching and reloading,

I started a new game a couple days ago and just got the cowboy repeter, no mods. I wsa going to start the Go fly with me quest, walked in the the REPCONN building, pulled out the cowboy rep. and ran into this issue. I dont know if the trail carbine was fixed or reported, or even if the cowboy rep. had this problem before, but this is the first time i ran into this, that i am aware of.
