Mr. House.
At first it seems like he is the best choice, and he may well be for long term plans overall. Or maybe not.
Mr. House is after all responsible for you living and breathing, as he sent victor to watch over you. I do think there is a darker side of Mr. House that we are not privy to, or maybe I have yet to discover it. He purposely orders and enjoys the destruction of a entire faction (BOS) who (if you helped them) are completely ready to aid you, or you're allies.
He also has a "the ends justify the means" sort of attitude, allow you to save the NCR president yet letting many NCR and C.L men die while it could have been avoided.
*ending slide spoilers*
He also kills off the kings, who while slightly misguided, I felt they tried to help.
In the end, I feel he is only looking after his self, and looking for fame and immortality.
The NCR.
On the outside the NCR seems to be the right choice, and its also likely the first faction you end up working for and helping.
However are they the best choice? The N.C.R imposes taxes, and allows/tolerates druge use and abuse.
They have (in greed?) expanded too fast, too far to try and gain hold of new Vegas.
I think in reality the NCR is the neutral choice, where as Mr. House may be the "good" choice.
The red tape imposed on them and constant bickering seem to do more harm than good, they can't seem to focus on a single goal.
There is not much you can say about the NCR. In the end they are rather "meh" most of the troops seem like they have no idea why they are fighting, and don't wish to be there.
The Legion.
Most people (me included) went hostile with the them at the first encounter. While it does seem harsh if you are not sure of what is going on, after learning a bit about them and talking to them in my first play they don't seem to be as bad as most would think.
Obviously the barbarism directed at women and slaves is harsh, but they also have a more pure society, no drug abuse or use is allowed.
I have yet to fully learn about them, but I do know they are not what they seem, much like the NCR. I do not think either faction is the clear cut good and bad guy, you just have two very different types of society. Both are morally "gray" but each leans one way or the other.
The legion needs a strong central leader, seems more predictive and focused. w/o a good leader it all falls apart, but with a great leader like they have now, they can be a powder house.
Over all it seems like you have true neutral, neutral good and neutral evil. NCR, House and C.L in respect.
The NCR tries to be fair to everyone, but ends up corrupted.
Mr. House wants to restore glory, and technology.
C.L wants to unify the country and to have a more pure (yet harsh) society.
Personally, after learning about them each its quite hard to pick who to side with this time around.
The one thing I do not fully understand, what happened between the NCR and C.l exactly?
So far we have a unified West cost, and middle U.S but the east is still in shambles.
