Well i've made it to the point on the map where the 'atomic fuel for the rocket' is supposed to be.... but here's the problem... a man in yellow is stuck in the ground laying down.... is he supposed to be stuck in the ground or above the ground? am i supposed to get my rocket fuel from him? pleas respond asap thank you! i think this is a bug, i hope its not.

that may be a bug, but I found the fuel from 2 different sources, and one was not a man in yellow, you are looking for the rocket souveniers

If you talk to the guy in Novac that runs to dinosaur gift shop he will sell you a ton of them. You may be able to just break into that little room where he stores them though. I don't remember if it required a key or not.

Or you could buy the key for under a 100 caps, all you have to do is talk to the owner.
And the guy in yellow is the right guy, he should be in a rad suit and has the stuff on him. Just loot him.

The man in yellow that you found has the radioactive agent on him, if you can loot his corpse then you can get the stuff.

You can also get the radioactive agent in the gift shop in the town of Navoc. You need to buy 5 rockets.
With a high speech you can convince the merchant to drop the price considerably.
With a high sneak you could pickpocket the merchant.
With an evil character, just murder the merchant, he was looking at you funny.
