As I previously stated he can be found around campfires at night around 12pm OR sometimes in the graveyard in Goodsprings if you find him there he will tell you some loreish stuff also

Fast travelling allegedly decreases chances of him appearing (I'm not sure) I do know that luck effects the chance also....

The Lucky 38 is inside New Vegas, you must travel through Freeside to get there. And you will need proper identification to get through the gate.
