Ok I'm playing my second time thru and supporting the Legion over the NRC, but it's extremely hard to find Legion work. I did everything I could to get a liked status with them. How do you get to their main base? I did all I could at the camp at the south-east corner of the map with the 3 slaves. I also wiped out the NRC base near Nelson. Now what?

Their main base is the Fort. You get there through Cottonwood Cove via the raft. You may have to wait until after you off Benny before you can get there, I don't know.
