Im on the quest where i have to go talk to casear and open the hatch with the chip. But everytime i make it past the gladiator ring all the legion npcs say "youll pay for that" and i get attacked. This makes it impossible to join legion and do this quest. I am wearing the legion armor when i enter the fort so i dont know why they attack me. Any help? thanks

Probably because they dont see as a legion wearing legion armor, they probably see you as an enemy in disguise.

its weird because its only the legion members in the fort, how do i fix this?

Stop wearing Legion armor might be one way.

Make sure you are not wearing anything that is NCR or Brotherhood, including a cap. Also, if your compaions are NCR or Brotherhood, or wearing outfits from an opposing faction, you are over. Have you made sure to talk to the head guy before you try to leave the camp?? He won't allow you to leave until the mission is complete, and to complete the mission, you need to head back to his tent on the mound above the arena, before you can leave. Oh, and the conversation needs to go well.
