Do you have another monitor you could switch out and trouble shoot?

I can't say I have seen this or know a fix but atleast you can play, and people are viewing your post, so bumps are not really appreciated when unviewed posts about problems that dont already exist 20 times are being pushed closer and closer to the bottom ;)

You're not alone, there are some other topics about blue screens. http://www.gamesas.com/index.php?/topic/1187576-screen-turns-blue-during-customization/ with some suggestions.

Try disabling motion blur. I've heard that fixes some blue screen issues.

There are plenty of people on Windows 7 playing the game fine, so while it's not the direct cause, I wouldn't rule out it being tangentially related.

Might just need to start a list of video cards with this issue, and post some dxdiag results to see if the issue can't be narrowed down further.
