After doing the second quest for the BOS, the elder says he'll give me the training and then tells me to put it on. then the screen does a cinematographic blackout and then comes back up. At this point I assume I'm supposed to try to put on the power because i can't move and can only look up and down, but when i try to put it on, it says i need power armour training. any suggestions?

What you're experiencing seems to be a bug. Try what the wiki article suggests.

If that doesnt work simply re-load and use one of these console commands
1) player.addperk 00058FDF
2) SetPCCanUsePowerArmor 1

Here is how you can use a link directly to the section on the page you want to reference (instead of making the OP read the entire page.) Use the index at the top of the page to choose "Bug". When it takes you to that section of the page, then copy the link. That way when members click your link, they go directly to the section you want them to read. Also it was the FONV Wiki (not the FO3) and it is usually not a good idea to use console commands to get perks given through quests. It can introduce instabilities later. Better to try everything else, first.
