How can I update OpenGL to 3.1 or newer?

Your video card and drivers either support the OpenGL function calls or they don't. Whatever OpenGL software you use should have all the libraries it needs to function, so you don't need to download and install anything other than making sure your video drivers are up to date.

theres only display adapters, and its updated to the fullest so should I download a newer version online?

sorry, I don't think you can do anything, display adapters = video card, yours doesn't meet minimum spec

Your video card only supports OpenGL 2.0. You cannot update it to make it work with OpenGL 3.1.

If this is a desktop system then you -may- be able to purchase and install a new video card assuming there's an available PCI Express slot in your system. If there's not, or you've got a notebook computer, then chances are there's nothing you can do aside from buying a new computer.
