The other day I was doing a mission for Caessar and I heard a lot of rumors about Joshua Graham aka the Burning Man but I have never seen him. Has anyone seen him and if so, does he has any impact in the story?

The other question is about this monster from Lake Mead I keep hearing from my radio. Is there really a monster in the lake or are people confusing the monster with the big airplane I just raised from the bottom of the lake?

The monster is just the plane.

Joshua Graham is not present in the game. The mentions may simply be a tribute to Van Buren, where he would have been a companion. He may be cut content. Or it could be a DLC hook.

He has no impact.
