I've done everything possible to increase my "history" with boone short of killing caeser, and yet he won't give me the stupid quest! And yes I have the bitterspirngs dialogue from many so that's not the issue. Killed spy, saved monorail, killed vulpas, killed spy, killed centurion in torture room, saved the two powder gangers, killed the pheonix in the cove. Tjhis really pissed me off because I went out of my way to go get boone and make sure he was with me from very early for the whole reason of getting his quest. Grrrrr.

I assume the quest I Forgot to Remember to Forget. Was he with ya when ya did all that? Also, try killing Caesar and see if that work?

If its becoming too frustrating, and seeing ya using the PC, try this console command:

setstage 001349A7 1

001349A7 is the quest base id, if the wiki says is true.

I actually think you have to kill Caesar. I didn't even know there was another quest from him until I saw it on here and I went to talk to him and got it right away. I killed Caesar btw.

I was in the same boat until I killed Caesar. Then everything went fine.

You don't. I rescued the hostages in Nelson, saved the powder gangers in 'Booted', saved the monorail, and shot up Cottonwood Cove, and that did the trick for me. Caesar's still alive and well. It was after Cottonwood Cove that he opened up enough for the quest.
