Melissa isn't where the marker is for the Great Kahn quest Oh My Papa an I read that its because I finished the drug running quest... I'm not on computer so is there any way to get her to spawn? Or am I forced to kill all the Great Kahns?

I ran into exactly the same problem myself today. No amount of waiting or fast-traveling would get her to spawn, so in the end I had to assasinate Papa Khan instead. Though if you can do this undetected (sneak skill of 100 and supressed sniper rifle did the trick for me) you can still negotiate an alliance etc. with the second-in-command. Doing this failed the "Oh My Papa" quest though.
