so guys just finished my first run through of the game, as legion and obviously evil. My next character i want to be good, like really good, who is the best to side with?

There is no best. It's just different decisions.

On the surface I thought the NCR were the good guys at first, but after getting to know them they just seemed corrupt and incompatent, and House only seems to care about the strip and his machines.

Just finished siding with House. Dude is a jerk. Do yourself a favor and don't side with anyone.

I finished my first playthrough playing for myself (wildcard). Just started a new one, and I'm playing a straight down-the-line Californian NCR patriot (the courier is from California, so no reason she wouldn't be).
