Had the usual bug with Raul since I had already spoken with several of the people in this quest. Had to force the conversations with the console...

Thing is, after having all 3, Raul has done nothing, it hasn't initiated a fourth neither has it taken the quest perk or upgraded his gear.

Is there some way to force his final conversation to start?

I also have this problem. I travelled to Novac but had already done so prior and no conversation was triggered. I travelled to the place up north and triggered a conversation. I travelled to that place in the east and triggered a conversation. I used the console to restart Novac again and triggered a conversation when I was a few feet from the door. It sounded like the correct end conversation but the quest was never given. Is there some console command to fix this? I can't re start as I was a busy little courier between visits.

I had the same problem, however it helped me typing this into the console:

set "000e61a5".MetRangerAndy to 1
---

I typed it while being inside in his house, and then I talked with Ranger Andy, and then I walked outside, and initiated the conversation.
