You're supposed to wait outside the casino for seven days.

Did you kill the random mooks that entered the casino beforehand?

This is how I do it:

> Give Primm its new sheriff
> Kill the new mooks that wander into the casino
> Leave Primm
> Wait 7 days
> Go back to casino and talk to lady behind crate
> profit

You could just do the merchant exploit on the Gun Runners. You'll get about 8,000 caps and thousands of rounds every time.

Just use the console command for caps.

Gotta clear your cache to get rid of the patch that fixed this glitch. Works perfectly after you do so.
