Fallout running above or at 60fps? Lag? Possible fix here

Hi,

I would like to apologize for the misleading title, its not a fix for lag, but may be a fix for those who achieve a constant 60fps + (what is considered a smooth framerate) using fraps, but still see choppyness and stuttering while moving around.

After running vegas for the first time, max settings were detected which kinda put a smile on my face. I'm running an i7 930 @ 3.5ghz, 6 gig of 1600mhz ram and an ati 4890 1gb @ stock so I knew the cpu had the power but I thought the 4890, with it getting on a bit, may not have been able to cope.. Anyhow, loading up the game for the very first time I experienced the stutter most you of talk about. I knew from the smooth animation around me when standing still that my fps had to be possibly smoother than what i was seeing when I moved around.. Basically if standing stationary and then turning around, left or right, objects appear to loose fps. I launched Fraps and Fraps claimed that my fps was 60 when my eyes told me otherwise.

Looking around the net, I found a few tips to try out but none of them seem to work! not until I come across the fpsclamp trick.. I was told to go into my documents/fluidz/my games/falloutNV/ and edit fallout.ini so that ifpsclamp was set as =60 rather than =0. Then I tried adding admin rights which was also recommeded and also lowering the graphic settings to minimum, I mean with the settings as low as possible how could it not possibly help?? It didn't, I still felt the same choppyness to the gameplay. I tried forcing vsync on using Direct3dOverider (apart of rivertuner) but that didnt work either.. Disconnecting the 360 controller.. Nope.
Lurching around for anything that related to 'fallout vegas stuttering' on google, I found this forum, with a suggestion to lower the fps=40 .. so i headed back into the falloutNV folder and instead of reopening the file back up to change it again, what caught my eye the second time around was that there was 2 ini files in the falloutNV folder, seeing that I guessed they must of been related.. so i opened up both fallout.ini and falloutPrefs.ini.. and made sure they both read ifpsclamp=60. Mind, I had to change the file attributes from read only to writable.. To do this right click on the file, properties, and untick the read only box. I saved both files. To follow my steps exactly - I then I disabled D3doverider, so vsync wasnt forced, unplugged my Xbox 360 controller and launched New Vegas..

Guess what, It worked!! No more choppy graphics..

Sorry if its already been mentioned, but some may of overlooked the obvious.

So to sum up the steps..

Download Fraps from www.fraps.com and run it, load up NV and look in the top corner of your screen see what your actual fps is.. if its displaying 60fps or higher and you still get choppyness and stuttering, continue..
If you have a xbox 360 controller plugged in, disconnect it.
Disable any Vsync 'force on' programs - allthough this may be unessesary.
Right click on c:\Users\'your name'\my games\falloutNV\fallout.ini, click properties, untick the 'Read only' box and click apply.
Do the same for c:\Users\'your name'\my games\falloutNV\falloutNV.ini if the 'Read only' box is ticked. And if you've steam installed - [steam drive]C:\Program Files\Steam\steamapps\common\fallout new vegas\ <-- both files in this folder.
Locate ifpsclamp=0 within both files and change the values to ifpsclamp=60, save both files, if they fail to save its because you didnt follow the last step.
Launch Fallout NV and hopefully the stutter will have gone.

UPDATE - WHILE RUNNING NV, I PLUGGED IN THE 360 CONTROLLER, NV PICKED IT UP, AFTER CHANGING THE CONTROLLER SETTINGS BACK TO THE GAMEPAD IVE FOUND THAT THE 360 CONTROLLER ISNT AFFECTING THE FRAMERATE. NOT IN MY CASE ANYHOW. HOWEVER I RECALL SEEING THIS ISSUE WITH FALLOUT 3.
