If I get the Finesse Perk, and only put my Luck to 5, will the Finesse perk give me a total of 10?

I see the perk listed as equivlant to 5 points of luck. This is from the strategy guide.

Pretty sure it's the same as fo3, it's +5 luck emulated for critical chance.

I doesnt add 5 points of luck, It just gives you the critical chance equivalent of it.

luck 10 only when considering critical hits in combat, not an overall luck of 10.

From what I understand anyway, might max out at 5 but that seems pointless then in the case of a character with above average luck.
