I have wondered while do i have a bug or do i just missing something.

I have tried find Jean-Baptiste Cutting for several times at Silver Rush and mission marker always have pointet me to toilet side of Silver Rush. For some videos i have watched Jean-Baptiste Cutting are just front of that shopkeeper, but i just cant find him anywhere and i dont have skill to picklock that door if hes there. Are there some time of day that he should be available or are him insides of wall what i dont really like.

I'm running currently this game at PC and i would like to find solution for this. And this is not first bug if is it bug i have found

He's probably upstairs. Happened to me, too. Came back later and he was where he was supposed to be.

I have tried different times to come back to see if hes there but no. So hes behind that locked door? Any time i can meet him while hes on store side?

Not go hit wait and come back. Go do other stuff and check back later. Like, run other quests, then in 5 realtime hours he might have corrected himself.
