Lookin for some tips and suggestions to start a "legion"-type pc.

Someone fully loyal to the legion, the legion's allies, and someone who hates peace and the ncr!

Where is the best place to start to get in good w/ the legion?

"Hates peace" wouldn't work with the Legion. Caesar's ultimate goal is peace.

Best place: Nipton.

It would, actually since a lot of quests come out of the NCR/NCR affiliates. A good thing you could do is just start doing as many NCR side quests (not the main ones) as you want. Most, if not all, of those quests have an option that allows you to hurt the NCR. Pretend you're undercover or, heck, a Frumentarii if you want.

I don't know if it's really a good idea to go to Caesar's fort until you bear the mark. That starts the Legion main quest anyway.

Well do the main story line until after you deal with Benny and then you have to side with a faction. Choose the legion. Also if you are not to that point yet then I might suggest that you go to Nipton and do the quest where you spread the word about the legion. I will admit that siding with the legion was fun because the NCR finally had another faction that could really compete to them in a war.

Wear Legion Armor
Don't consume any chems at all(Stims included)
Do all Legion-esque quests
Kill NCR on sight
Be the bad guy in speech conversations.

That's pretty much it.

Why not consume stims?

Because, like most dictators, Caesar keeps his people in the dark on a lot of things. One of the main things is medical science. When you visit him you'll get your weapons taken away like you do in casino's, but you'll also notice you're missing stims, rad-away, rad-x and several other medicinal items.
