So I have been sent to Nipton to see what has happened to it, I get there, fires and dead bodies everywhere, BUT...no "lottery winner" and no sign of the Legion other than their banners. Ranger ghost sent me here, I have the quest to go here(1st thing I checked). I check the entire town hall and all the buildings including the general store to talk to the guy with the shattered legs, but when I go back to turn in the quest the only option I have is "someone hit the town, I don't know who." then Ghost just sends me back...lather, rinse, repeat.

I can't help you with the glitch, but I will add that when I went there since the patch, the Gangers that are supposed to be on the crosses weren't there. I figured they removed them for some mysterious reason, but perhaps I had "1/4" of a glitch....

...the lottery winner was there for me, tho, as were the Legion/Vulpes...but the Legion did not spawn/appear until I ran very close to the town hall building. Usually I could see them practically from the back fence where the trailers w/the scorpions were. Come to think of it, there were no scorpions by the trailers either.

I had already gone through Nipton before the patch, on returning the Powder Gangers were gone from the crosses and Swanick was alive again (I had killed him the first time). The scorpions were there, as well as a couple Legion dogs outside the town hall that hadn't been there first time around.

I had already done Ghost's quest, so I don't know about any new issues there.
