Depends on what you mean. Almost every town has its own faction which you can have reputation. I'm good with the NCR and Good Springs, for example. Caesar is neutral to me. And the Powder Gangers loathe me with every fiber of their being.

Some are exclusionary, but not all.

If you mean actually join instead of simply be liked, I can't even confirm that, personally.
