Legion is just pure evil and ncr and not good people they only will help for money.

They'll hate you and shoot you on sight? 
At which point you can either go for KILL EM ALL style or go with another faction - like Mr. House.

You don't have to side with either AFAIK... You can take over the strip, or work with Mr. House, and from the dev dairies it was suggested you can even just stop all the factions from taking over.
