Im not sure what to make of it.

Quitting and restarting the game seems to have fixed it.

Have you tried reinstalling the display drivers?

It looks like that might just be where a texture fails to load properly.

Yeah...I get that very occasionally since 1.1, as well...but for me it's the ground tiles. Typically if I remain in the spot for a minute or so, they finally load in and look normal.

Oh yeah, I got 'em in Fallout 3, Oblivion and definitely in NV. There was a real bad one in Oblivion where literally 1/2 of my screen would just look like I was on acid and simply would NOT correct itself no matter what I tried. I believe it gets stuck on one of the smaller mipmaps instead of loading the final base texture.)

I've kinda gotten used to them now (like MANY glitches in Bethesda games), and when one don't switch to the base texture I just sort of grin, shake my head and keep on trucking! At least it's not a gamebreaking glitch, lol.

That happens. In Fallout3 and NV in some cases ground textures fail load properly first couple of seconds and get a low texture version of it. Next couple of seconds it draws the proper texture. Oblivion is the worst. Half the ground disappear and your character falls through that hole and you have to restart the game for that ground to reappear.
