Finding it impossible to load mods I have them in the right place and everything but the don't show up when I go to Data Files

Then they obviously are not in the right place.

This is the correct path for where mod files should go: Steam\steamapps\common\fallout new vegas\Data. Steam would be located wherever you installed it to.

Also make sure that you have archive invalidation invalidated.
