Launcher Issue (Detecting Video Hardware)

Hey, I'm new to Steam and only got it in the last 24 hours, and already I cannot seem to get it to work.. ?.?

I am using this on a laptop, dxdiag I'll put later on after I explain the situation...

I got FONV on CD and I ran it off the disc, I installed Steam all fine, I created my account fine, and I have NV installed...
It then comes up with the Starting Run Menu: (Play/Options/Data Files/Tech Supposrt/Exit)
It also comes up with this, a window saying: 'Fallout New Vegas will now detect your video hardware and set video options accordingly.'
I have only 1 option and click 'OK'
Then a new Window comes up saying: 'Video settings have been set for High Quality.'
And again I click 'OK'
However whenever I then proceed to click 'Play' off of the menu, it diasappears (as if running the game), but reappears about 4 seconds later, and goes through those same 2 messages about Video Settings...
I have tried uninstalling FONV and reinstalling (each time off the disc so not to take 11 hours or something stupid >_<)
I've tried changing the settings after it says they've been set to High Quality, but it just does the same thing and resets them to High...
I've rebooted my laptop...
I've browsed this forum and found similar issues of it doing this but without the 2 video setting windows (just lcosing the launcher then reopening it) and I've tried what they have said to do in response (uncheck run with steam-realted community and all that)
I even got a mate who uses Steam all the time to take a look but nothing works....

So I would like to know if anyone knows how to help me... is it because I'm trying to run it on a laptop? or on Vista?

1. Your video Graphics driver is ancient. Replace it.

2. Your video card is weak, not strong at all, and the configuration is wrong about trying to set the quality at "High".
