I have been siding with the NCR since the beginning of the game, and I slaughtered the legion troops at the boat dock place. Even with the mark the legion would still attack me at the fort, so I went into the console and manually changed my reputation with the legion to neutral.

Now when I go into Caeser's tent, he won't talk to me. I hit the action button on him, the camera zooms in for a moment, and then it zooms right back out. It also happens with the guy next to him

any ideas?
