Yes Man is M.I.A. ?

I talked to Yes Man at Benny's Suite on the 13th floor and left to get the chip (which I did). Now I have the option to give it to or kill Mr. House or take it to Yes Man but he is nolonger in the suite. Can't find him anywhere. I got a save right after I got the chip and tried killing House but no Yes Man then tried it without killing Hose still NO YES MAN,,,,,,any help please....thanks!
