They usually give you a second chance to change what you look like, well they never did that for the beginning of new vegas so it seems I'm stuck with a less than perfect hairstyle/facial hair.. which svcks

The first and only one i have found so far is the one in Freeside in the King's school of impersonations. You can use him after you complete a quest.
