Can someone please explain how implants work? : Fallout: New Vegas

Topic. I know that for every point of endurance you have, you can get another implant but can you get more than 1 implant for the same stat? Like 2 implants of strength?

I got an INT implant and there was no option to get a second. As far as I know, the answer is no.
