Hello, I've recently purchased a CD copy of Fallout New Vegas. Apparently its a Russian version, but it comes with english conversion. I started installation and it goes about 21 bars in, not halfway, through progress. That was over 24 hours ago and it won't install. I've tried multiple times to install it and it just won't install.

Since I own a CD copy of the game, can I just download it online? That would be amazing relief as my last buck went into this game.

YOu can download it if the copy is legit. That is you have a CD-key you registered on your steam account successfully.
YOu can just go into the library tab and install the game. The download should start.

Sounds like you bought a counterfeit.

You should be especially wary of software sold on eBay if the seller is located in Russia or the Ukraine. Not saying that there's anything particularly wrong with Ukrainians or Russians it's just that those two countries have some of the highest piracy rates in the world. In the Ukraine for instance, http://www.crime-research.org/news/19.05.2005/1241/ of commercial software in use is pirated. So yeah an improbably good deal from a seller based in Russia offering a version that sounds, in some way, unusual (language conversion pack for instance rather than steam download) then you're probably being offered a counterfeit. Sure http://www.internetnews.com/stats/article.php/3677901/Software-Piracy-Rates-Fall-in-China-Russia.htm but they're still well above 50% according to even the most optimistic studies.

Also the legitimate Russian version is a 1C release - and I'm pretty sure they do not offer an English version/conversion for Fallout: NV so I'm sure that the "conversion" is a fake or counterfeit even if the boxed copy was otherwise legitimate.
