Is it possible to obtain the armor of the man who is wearing it on the cover of the Fallout: new vegas game? If so then where how ?

Yes, it's possible.

NCR Veteran Rangers start showing up towards the end of the game, kill one and take his armor.

As to the poster of this thread, unfortunately the only way to get this is to kill one of the rangers that show up close to the end of the game after you've picked a side to work with. Silenced weapons and a stealth boy work great, just keep the ranger from getting a shot off and you should be fine.

An easy place to find and kill them is camp golf, if you are still rather friendly with the ncr anyway

Somebody suggested if you summon one to your aid with the NCR radio and then wait for him to die you can loot his corpse without losing NCR standing. Obviously being hidden with enemies nearby would help with this.

And you can get it with a silenced/suppressed weapon in [HIDDEN] mode. You don't need any fancy C-4 tricks or Stealth Boys either (as I've seen suggested). Stealth and a silent one-shot kill. No karma loss, no reputation loss.

They are not going to show up until after you start working with your chosen faction. After that, you should be able to find one at any NCR outpost. Usually about 6 or so at Camp Golf.

This. I went to the Ranger Stations and went to a range where I was hidden, then I killed a Veteran Ranger and pressed the wait button while the camera was playing. After 6ish hours I had a friendly NCR and a dead Ranger.
