To put it simply, the triggers listed in the vault wiki are not working, even though I have exhausted all dialog with her. Went to the Camp McCarran Terminal building, nothing (even when talking to the doc for the first time). Went to Nelson and even Cottonwood Cove, nothing. Vault 3 is also a no go. Fort Mormon doesn't work either, even though it is the first time I spoke to Julie. Any tips, tricks, or ways to get her to become more chatty? Had no problems with Boone, and was able to successfully complete his quest-line with no issue, along with conversation initiation.

In the wiki entry, at the bottom is a list for http://fallout.wikia.com/wiki/I_Could_Make_You_Care#Fixes. The second to last entry give the console command instructions to get the conversation initiated and then advanced to where it should be.
