High luck causes enemy mishaps?

I read somewhere that having a high luck will cause enemy mishaps more often. Well, my character has a Luck of 10 and I just went through the entire game, got to level 30, and completed the final quest, and didn't notice anything particularly outstanding. Does anyone know what might happen to the bad guys as a result of having a high Luck score?

I have 9 luck on my toon and I have never seen something of the like... well maybe besides that one time an enemy running towards me walked over a mine that was already placed there before i even set eyes on the place.

I've seen people kill their own by accidental misfire a lot. I'm sure it's something more like them not hitting you with crappy aim or gun jamming. Something you can't see as an obvious but is there....

Where did you read that? I'm pretty sure luck just gives you better chance of crits in combat, and of course better results in the casino...And some dialouge options...
